Project: NEOM Construction Village

       Purpose: To provide modern and high-quality accommodation and supporting facilities for workers working in the NEOM mega project in                        Saudi Arabia.

·      Capacity: Initially 30000 workers (divided into 3 residential areas, each with 10000 people), and can be expanded to over 100000

                        residents in the future.

·      General contractor role: ECEC is responsible for the design, engineering, and construction supervision of the entire village.

·      Client: SATCO (as one of the development/owner parties).

·      Location: Tabuk Province, Saudi Arabia, within the NEOM region.

·      Land area: 567083 square meters (approximately 56.7 hectares).

Project Background and Importance:

·     The starting point of NEOM's vision: This workers' village is one of the first landing projects for NEOM to achieve its goal of becoming an                                                                  innovative living center, aiming to provide workers with accommodation environments that exceed                                                                      traditional standards.

·      Quality of Life Goal: Design a response to Saudi Arabia's "Quality of Life Plan", emphasizing the provision of a good living environment for                                       workers.

·      Development mode: A cooperation agreement was signed in September 2019, with Saudi NEOM (government entity), Al Tamimi Group,                                         and SATCO jointly providing financing, construction, and operation for the project.

Village composition and facilities:

1.Main accommodation:

·    Approximately 237 labor accommodation units.

2.Comprehensive facilities (usually located in the first floor area)

·   Registration and Equipment Management Office (FM Offices), Office Building, Mosque, Multi functional Hall.

Fire stations, truck parking lots, and maintenance warehouses.

·   Clinics, commercial facilities (small shops, etc.), laundry rooms.

3.Restaurant:

     A+B restaurants (may be specific to certain professions or levels)

C+D type restaurants (may target specific occupations or levels)

Central kitchen with liquefied petroleum gas connection, dry goods and refrigerated warehouse.

Garbage room, security facilities (guard room), training facilities.

Outdoor toilets and substations.

4.Leisure and entertainment facilities (usually as standalone buildings or areas):

·   Partition settings (A/B/C/D categories): Different areas are equipped with various combinations of leisure facilities, including:

Gym (available in all areas)

Game room (available in all areas)

     Swimming pools (generally equipped for men, and set up for women in specific zones such as Class B and Saudi employee areas).

·   Individual facilities: Fitness center and game room exclusively for FM employees.

5.Saudi NEOM Employee Exclusive Facilities (Independent Area):

 

·   Provide more comprehensive exclusive facilities: registration/FM office, clinic, commercial, game room, gym, male and female swimming                                                                                      pools, laundry, garbage room, outdoor toilet, guard room, catering kitchen (with

                                                                                         liquefied petroleum gas connection), mosque, multipurpose hall, substation. (Equivalent                                                                                      to a small independent community with more complete configurations).

 

     6.Building area: The total building area of all buildings in the five villages is 331322 square meters.

Collaborative development and operation:

·    Al Tamimi Group: Responsible for developing and operating two residential areas with a capacity of 20000 workers.

SATCO: Responsible for developing and operating the third residential area (with a capacity of 10000 workers).

Operation period: Both developers have obtained a 10-year operating right.

·   Overall owner: Saudi NEOM.

Summary:

NEOM Construction Village is a large-scale and advanced worker residential community, which is one of the cornerstone projects of NEOM construction. It not only provides basic accommodation for tens of thousands of workers, but also comes equipped with rich living guarantees (catering, medical care, laundry), safety facilities, religious venues, and beyond standard leisure and entertainment facilities (gym, game room, swimming pool). The project was developed by the Saudi government (through NEOM) in collaboration with private enterprises (Al Tamimi Group and SATCO) using a financing, construction, and operation (FBO) model, aiming to set a new benchmark for the attraction, placement, and well-being of NEOM's massive construction team, and lay the foundation for future larger scale expansion. Its design philosophy reflects NEOM's pursuit of an innovative living environment and Saudi Arabia's commitment to improving the quality of life for its citizens, including foreign workers.
